Adopting a conflict approach to the study of crisis, this book analyzes the crisis of March 2009 as part of an ongoing conflict between the government and the opposition. It uncovers the causal mechanisms of the crisis and the process of crisis management and de-escalation while also explaining how a civil war was averted.

This work explains why the two U.N. development programs for Africa in the 1980s and 1990s, UNPAAERD and UNNADAF, failed. It argues that institutional weaknesses of the U.N. and constraints imposed by the world economic order contributed to the failure of these programs.
