Festus kept Paul imprisoned in Caesarea for two years (Acts 24:27) before he appealed to Caesar and was placed on a ship for Rome. The voyage was interrupted by a shipwreck, so Paul reached Rome as a prisoner and began writing from there about A.D. 61 (or even A.D. 64). Acts 28:30-31 tells us Paul was imprisoned in Rome "two whole years." The Prison Epistles were written during this time."
