Ziel der Arbeit ist es herauszuarbeiten, wie weit die Harmonisierungswirkung des Unionsdatenschutzrechts geht und inwieweit nationalen Rechtsanwendern und der Gesetzgebung im Verwaltungsdatenschutzrecht ein eigener Regelungs- und Entscheidungsspielraum verbleibt und ein Datenübermittlungsregime national gestaltet werden kann.
