It is known that the United States spends approximately twice as much per capita on health care, but there is little difference in population health between the US and other nations.

Low- and middle-income countries face major challenges to their health systems. These include a high burden of communicable disease and an emerging non-communicable disease burden. This work deals with the elements of health care financing, focusing on middle- and low-income settings.

It is fundamental to measure the individual value of different medical interventions in order to prioritise resources. Preference-based approaches can produce measures that allow comparisons of such values.
