The rise and influence of public opinion on Chinese foreign policy reveals a remarkable evolution in authoritarian responses to social turmoil. The regime of Kim Jong-Il has been called "e;mad,"e; "e;rogue,"e; even, by the Wall Street Journal, the equivalent of an "e;unreformed serial killer."e; Yet, despite the avalanche of television and print coverage of the Pyongyang government's violation of nuclear nonproliferation agreements and existing scholarly literature on North Korean policy and security, this critical issue remains mired in political punditry and often misleading sound bites. As hydropower responds to a larger share of energy demand, dams may also help to reduce the consumption of fossil fuels, welcome news in a country where air and water pollution have become dire and greenhouse gas emissions are the highest in the world. Yet the advantages of dams come at a high cost for river ecosystems and for the social and economic well-being of local people, who face displacement and farmland loss. From the founding of the Ming dynasty in 1368 to the start of the Opium Wars in 1841, China has engaged in only two large-scale conflicts with its principal neighbors, Korea, Vietnam, and Japan. These four territorial and centralized states have otherwise fostered peaceful and long-lasting relationships with one another, and as they have grown more powerful, the atmosphere around them has stabilized.Focusing on the role of the "e;tribute system"e; in maintaining stability in East Asia and in fostering diplomatic and commercial exchange, Kang contrasts this history against the example of Europe and the East Asian states' skirmishes with nomadic peoples to the north and west. In May 1998, India and Pakistan put to rest years of speculation as to whether they possessed nuclear technology and openly tested their weapons. Japan and South Korea are Western-style democracies with open-market economies committed to the rule of law. They are also U.S. allies. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them.
