A Society for International Development: Prospectus 1984 is a collection of studies that examines the current problems of world development in light of the past twenty-five years but goes beyond an examination of that experience to project practical and workable plans for the future. In this book the authors ask the question "what is development?" and they invite the people of the world to respond. Is development economic growth, or is it the creation of a new basis for preserving cultural identity? Who should determine developmental policies? On whom should we rely to see these policies through? Combining broad questions with specific case studies, the authors suggest that a new world order is both attainable and desirable.
The International Labor Organization (ILO), founded in 1919 at the Paris Peace Conference, was the first international organization established prior to World War II to mention women in its constitution. Organized to promote the “protection of young children, young persons and women,” its original Labor Charter stood by the principle that “men and women should receive equal renumeration for work of equal value.” Social Justice for Women provides the first comprehensive and analytical history of the ILO with respect to women, examining the origins, operations, and successes and weaknesses of its policies.Carol Riegelman Lubin, a staff member of ILO for seventeen years, and Anne Winslow, for twenty-two years editor for the Carnegie Endowment, explore the important role played by women of the American and British trade union movement in the founding of the ILO. In surveying the organization’s history and structure, they ask how the ILO’s concern with women has manifested over the years, if it was faithful to its constitution, how it dealt with conflicting needs of women from industrialized nations and Third World countries, and what its relationship was to the international feminist movement. Drawing on case studies and analyses of literature on women and work, the authors identify the role of other international organizations in response to the ILO in fostering, or sometimes hindering, women’s development in the labor area.

As people cluster on the coast in increasing numbers, coastal populations become more vulnerable to severe damage from catastrophic coastal storms. The authors contented that current public policy has proved unable to cope with the growing problem, and in response they present a comprehensive analysis of coastal storm hazards, standard policy approaches, and promising new means of managing coastal growth.Catastrophic Coastal Storms offers a solution to the policy problem by proposing a merger of hazard mitigation with development management, basing this on extensive surveys of at-risk coastal locations and case studies of post-hurricane recovery. Starting with the local level of government and proceeding to state and federal levels, the authors propose a strategy for overcoming the formidable obstacles to safeguarding the shoreline population and its structures from hurricanes and other severe storms.
The "political business cycle", according to economist William Nordhaus, creates a situation in which political and bureaucratic incentives create artificial economic booms just before elections, with consequent and deleterious side effects after the ballots are counted. This work examines the issue of whether federal governmental structure inevitably leaves the U.S. economy exposed to unhealthy political influences.
This book investigates the efforts of homeowners to maintain and improve their dwellings. Their behavior, it has found, depends on economic variables as well as the sociological structure of their neighborhoods. Residential satisfaction, expectations of the neighborhood, and mobility plans were taken into account.Multivariate statistical analyses of models were conducted using household data from Minneapolis and Wooster, Ohio. Three important findings emerged. First, homeowners' sense of solidarity with their neighbors is as significant in determining their efforts at home upkeep as are their income or age. Second, the optimism of homeowners toward increases in property values results in behavior opposite to that produced by optimism about neighborhood quality of life. This implies that different kinds of predictable gaming behavior occur among homeowners, depending on the neighborhoods in which they live. Third, both short-term and extremely long-term plans to move prove damaging to home upkeep.The results of this study form the basis for a better understanding of such residential phenomena as class succession, racial transition, and gentrification. Galster's findings will also be valuable for analyzing policies that attempt to encourage neighborhood reinvestment.

This volume argues that the Mexican crisis of August 1982, in which the country was left facing the prospect of national default and zero economic growth, was not only the result of some fundamental flaws in the country's economy, but is more accurately characterized as a cash flow problem—in the author's words, "a case of illiquidity rather than insolvency." Based on a thorough analysis of the Mexican economy, the book assesses the effectiveness of the various economic programs of the de la Madrid presidency in dealing with the nation's problems.
Two hundred years ago, Samuel Johnson observed that a society's level of civilization could be gauged by the manner in which it treated its poor. By that measure, the United States today is steadily losing ground. Whereas the number of officially defined poor dwindled steadily from the enactment of the Great Society programs in the mid-1960s, reaching a low of 24.5 million people in 1978, it has since risen to more than 32 million people. Although the economy continues to generate large numbers of new jobs, the basic unemployment rate continues to rise and current projections show little likelihood of unemployment rates consistently below 10 percent until some time after 1984, if then. In the years to come, the creation of an equitable and workable employment policy will be a major agenda item for politicians and policy makers at the state level, as well as for national leaders.

This work tries to bridge the gap between international lawyers and those political scientists who write about international politics. In the first part, the author discusses the influence of Professor Morgenthau''s realist school on the current thinking of political scientists and the abandonment of this school by its originator in the last years of his life. The author concludes that the best way to test the validity of different approaches is to discuss various international crises in the light of contrasting theories and to analyze each situation from both the legal and political points of view. In particular, he tries to ascertain to what extent vital national interests could be accommodated within an international legal framework, or could require a distortion of international rules in order to achieve national objectives.In the second part, the author dissects the Entebbe raid, where Israeli forces rescued a group of hostages being detained by hijackers at a Ugandan airport. His analysis shows the deficiencies of the international system in dealing with such a complex issue, where several contradictory principles of international law could be applied and were defended by various protagonists.The third part starts with a parallel problem--the Iranian hostages crisis, where a group of U.S. officials found themselves in an unprecedented situation of being captured by a band of students. A critical analysis of the handling of this problem by the Carter Administration is followed by vignettes of other crises faced by the Administration and by its successor, the Reagan Administration. This part is less analytical and more prescriptive. The author is no long satisfied with pointing out what went wrong; instead, he departs from the usual hands-off policy of political scientists and tries to indicate how much better each situation could have been handled if the decision makers had been paying more attention to international law and international organizations. The theme is slowly developed that in the long run national interest is better served not by practicing power politics and relying on the use of threat of force but by strengthening those international institutions that can provide a neutral environment for first slowing down a crisis and then finding an equitable solution acceptable to most of the parties in conflict.The value of this book lies primarily in giving the reader a real insight into several important issues of today that are familiar to most people only from newspaper headlines and television news. While not everybody can agree with all his criticisms of the mistakes of various governments, there is an honest attempt by the author to present issues impartially and to let the blame fall where it may. Being both an international lawyer and a political scientist, the author has had the advantage of combining the methodology of these two social sciences into a rich tapestry with some startling shades and tones.

Economic reform, structural adjustment, macroeconomic stabilization, and participation in the world economy are interconnected aspects of the same issue: the long-term economic viability of centrally planned economies in the rapidly changing economic environment of the modern world. Any economic strategy that focuses on only one or two of these aspects at the expense of the others is likely to fail; yet even strategies that build on all of these bases may well fail unless political leaders can muster exceptional skill, garner international support, and enjoy some good luck.The contributions to this volume reflect the recent research on this issue by various specialists on the economies of the Soviet Union and Eastern Europe. In discussing the contemporary role of governors, the editors provide a view of how the office functions on a day-to-day basis.The editors base their data on personal experience; interviews with governors, former governors, and staff; on -site visits; and responses to a series of nineteen surveys of governors and their staff conducted between 1976 and 1981. The research was undertaken by the Center for Policy Research of the National Governors' Association.

Agricultural protectionism is a basic factor underlying the U.S. trade deficit, Third World debt, and global underemployment. Yet despite the seriousness of the problem and attention given to it by many researchers, little progress has been made in formulating and implementing policies to deal with it.The scholars and experts here assembled present for the first time a quantification and analysis of the impact upon the world economy of reduction or elimination of agricultural protectionism. They question why, give the magnitude of the problem, inferior policies endure despite the weight of evidence that they have failed. The answer they derive is that there is no general understanding of the true cost of the failure, and therefore it is necessary to initiate reform from outside agricultural circles.
