The history of eugenics and racial nationalism in Central and Southeast Europe is a neglected topic of analysis in contemporary scholarship. The 20 essays in this volume, written by distinguished scholars of eugenics and fascism alongside a new generation of scholars, excavate the hitherto unknown eugenics movements in Central and Southeast Europe, including Austria and Germany. Eugenics and racial nationalism are topics that have constantly been marginalized and rated as incompatible with local national traditions in Central and Southeast Europe. These topics receive a new treatment here. On the one hand, the historiographic perspective connects developments in the history of anthropology and eugenics with political ideologies such as racial nationalism and anti-Semitism; on the other hand, it contests the 'Sonderweg' approach adopted by scholars dealing with these issues.
Jekatyerina Dunajeva explores how two dominant stereotypes¿¿bad Gypsies¿ and ¿good Romä¿took hold in formal and informal educational institutions in Russia and Hungary. She shows that over centuries ¿Gypsies¿ came to be associated with criminality, lack of education, and backwardness. The second notion, of proud, empowered, and educated ¿Roma,¿ is a more recent development. By identifying five historical phases¿pre-modern, early-modern, early and ¿ripe¿ communism, and neomodern nation-building¿the book captures crucial legacies that deepen social divisions and normalize the constructed group images. The analysis of the state-managed Roma identity project in the brief korenizatsija program for the integration of non-Russian nationalities into the Soviet civil service in the 1920s is particularly revealing, while the critique of contemporary endeavors is a valuable resource for policy makers and civic activists alike. The top-down view is complemented with the bottom-up attention to everyday Roma voices. Personal stories reveal how identities operate in daily life, as Dunajeva brings out hidden narratives and subaltern discourse. Her handling of fieldwork and self-reflexivity is a model of sensitive research with vulnerable groups.

The second volume of the history of the European Bank for Reconstruction and Development (EBRD) takes up the story of how the Bank has become an indispensable part of the international financial architecture. Post-war Marshall Plan aid to Europe and indeed Ireland is well documented, but practically nothing is known about simultaneous Irish aid to Europe. This book provides a full record of the aid - mainly food but also clothes, blankets, medicines, etc. - that Ireland donated to continental Europe, including France, the Netherlands, Hungary, the Balkans, Italy, and zones of occupied Germany.Starting with Ireland's neutral wartime record, often wrongly presented as pro-German when Ireland in fact unofficially favoured the western Allies, Jérôme aan de Wiel explains why Éamon de Valera's government sent humanitarian aid to the devastated continent. His book analyses the logistics of collection and distribution of supplies sent abroad as far as the Greek islands.Despite some alleged Cold-War hijacking of Irish relief - and this humanitarianism was not above the politics of that East-West confrontation - it became mostly a story of hope, generosity and European Christian solidarity. Rich archival records from Ireland and the European beneficiary countries, as well as contemporary local and national newspapers across Europe, allow the author to measure and describe not only the official but also the popular response to Irish relief schemes. This work is illustrated with contemporary photographs and some key graphs and tables that show the extent of the aid programme.
One of the goals of Russiäs Eastern policy was to turn Moldavia and Wallachia, the two Romanian principalities north of the Danube, from Ottoman vassals into a controllable buffer zone and a springboard for future military operations against Constantinople. Russia on the Danube describes the divergent interests and uneasy cooperation between the Russian officials and the Moldavian and Wallachian nobility in a key period between 1812 and 1834. Victor Taki¿s meticulous examination of the plans and memoranda composed by Russian administrators and the Romanian elite underlines the crucial consequences of this encounter. The Moldavian and Wallachian nobility used the Russian-Ottoman rivalry in order to preserve and expand their traditional autonomy. The comprehensive institutional reforms born out of their interaction with the tsar¿s officials consolidated territorial statehood on the lower Danube, providing the building blocks of a nation state. The main conclusion of the book is that although Russian policy was driven by self-interest, and despite the Russophobia among a great part of the Romanian intellectuals, this turbulent period significantly contributed to the emergence, several decades later, of modern Romania.
By providing a survey of consumption and lifestyle in Hungary during the second half of the twentieth century, this book shows how common people lived during and after tumultuous regime changes. After an introduction covering the late 1930s, the study centers on the communist era, and goes on to describe changes in the post-communist period with its legacy of state socialism.Tibor Valuch poses a series of questions. Who could be called rich or poor and how did they live in the various periods? How did living, furnishings, clothing, income, and consumption mirror the structure of the society and its transformations? How could people accommodate their lifestyles to the political and social system? How specific to the regime was consumption after the communist takeover, and how did consumption habits change after the demise of state socialism? The answers, based on micro-histories, statistical data, population censuses and surveys help to understand the complexities of daily life, not only in Hungary, but also in other communist regimes in east-central Europe, with insights on their antecedents and afterlives.
This account of historical politics in Ukraine, framed in a broader European context, shows how social, political, and cultural groups have used and misused the past from the final years of the Soviet Union to 2020. Georgiy Kasianov details practices relating to history and memory by a variety of actors, including state institutions, non-governmental organizations, political parties, historians, and local governments. He identifies the main political purposes of these practices in the construction of nation and identity, struggles for power, warfare, and international relations.Kasianov considers the Ukrainian case in the context of a global increase in the politics of history and memory, with particular emphasis on a distinctive East-European variety. Why has communism¿s humanist quest for freedom and social justice without exception resulted in the reign of terror and lies? The authors of this collective volume address this urgent question covering the one hundred years since Lenin¿s coup brought the first communist regime to power in St. Petersburg, Russia in November 1917. The first part of the volume is dedicated to the varieties of communist fantasies of salvation, and the remaining three consider how communist experiments over many different times and regions attempted to manage economics, politics, as well as society and culture. Although each communist project was adapted to the situation of the country where it operated, the studies in this volume find that because of its ideological nature, communism had a consistent penchant for totalitarianism in all of its manifestations. This book is also concerned with the future. As the world witnesses a new wave of ideological authoritarianism and collectivistic projects, the authors of the nineteen essays suggest lessons from their analyses of communism¿s past to help better resist totalitarian projects in the future.
The thirteen authors of this collective work undertook to articulate matter-of-fact critiques of the dominant narrative about communism in Poland while offering new analyses of the concept, and also examining the manifestations of anticommunism. Approaching communist ideas and practices, programs and their implementations, as an inseparable whole, they examine the issues of emancipation, upward social mobility, and changes in the cultural canon. The authors refuse to treat communism in Poland in simplistic categories of totalitarianism, absolute evil and Soviet colonization, and similarly refuse to equate communism and fascism. Nor do they adopt the neoliberal view of communism as a project doomed to failure. While wholly exempt from nostalgia, these essays show that beyond oppression and bad governance, communism was also a regime in which people pursued a variety of goals and sincerely attempted to build a better world for themselves. The book is interdisciplinary and applies the tools of social history, intellectual history, political philosophy, anthropology, literature, cultural studies, and gender studies to provide a nuanced view of the communist regimes in east-central Europe.
Without the labor of the captives and slaves, the Ottoman empire could not have attained and maintained its strength in early modern times. With Anatolia as the geographic focus, Leslie Peirce searches for the voices of the unfree, drawing on archives, histories written at the time, and legal texts.Unfree persons comprised two general populations: slaves and captives. Mostly household workers, slaves lived in a variety of circumstances, from squalor to luxury. Their duties varied with the status of their owner. Slave status might not last a lifetime, as Islamic law and Ottoman practice endorsed freeing one¿s slave.Captives were typically seized in raids, generally to disappear, their fates unknown. Victims rarely returned home, despite efforts of their families and neighbors to recover them. The reader learns what it was about the Ottoman environment of the sixteenth and seventeenth centuries that offered some captives the opportunity to improve the conditions of their bondage. The book describes imperial efforts to fight against the menace of captive-taking despite the widespread corruption among the state¿s own officials, who had their own interest in captive labor.From the fortunes of captives and slaves the book moves to their representation in legend, historical literature, and law, where, fortunately, both captors and their prey are present.
The literary scholar Alfrun Kliems explores the aesthetic strategies of Eastern European underground literature, art, film and music in the decades before and after the fall of communism, ranging from the ¿father¿ of Prague Underground, Egon Bondy, to the neo-Dada Club of Polish Losers in Berlin.The works she considers are "underground" in the sense that they were produced illegally, or were received as subversive after the regimes had fallen. Her study challenges common notions of ¿Underground¿ as an umbrella term for nonconformism. Rather, it depicts it as a sociopoetic reflection of modernity, intimately linked to urban settings, with tropes and aesthetic procedures related to Surrealism, Dadaism, Expressionism, and, above all, pop and counterculture.The author discusses these commonalities and distinctions in Czech, Polish, Slovak, Ukrainian, Russian, and German authors, musicians, and filmmakers. She identifies intertextual relations across languages and generations, and situates her findings in a transatlantic context (including the Beat Generation, Susan Sontag, Neil Young) and the historical framework of Romanticism and modernity (including Baudelaire and Brecht).Despite this wide brief, the book never loses sight of its core message: Underground is no arbitrary expression of discontent, but rather the result of a fundamental conflict at the socio-philosophical roots of modernity.
Three generations of a family of lawyers have run a firm founded in 1893 in the small city of Becskerek (today in Serbian Zrenjanin), first part of the Austro-Hungarian Habsburg monarchy, then Hungary, then Yugoslavia, then for a while under German occupation, then again part of Yugoslavia and finally Serbia. In the Banat district of the province of Vojvodina, the multiplicity of languages and religions and changes of place-names was a matter of course. What is practically unprecedented, all files, folders and documents of the law office have survived. They concern marriages, divorces, births and testaments, as well as expulsions, emigrations, incarcerations and releases of these largely rural and small-town dwellers. Mundane cases reflect times through war, peace, revolution and counter-revolution, through serfdom and freedom, through comfort and poverty. The files also show everyday lives shaped in spite of history. Tibor Várady transforms them into affecting and vivid vignettes, selecting and commenting without sentimentality but with empathy. The law office of the three generations of the Várady family demonstrates that the legal profession permits and in difficult times even requires its members to defend the ordinary men and women against the powers of state and society.

After World War II, Europe witnessed the massive redrawing of national borders and the efforts to make the population fit those new borders. As a consequence of these forced changes, both Lviv and Wrocław went through cataclysmic changes in population and culture. Assertively Polish prewar Lwów became Soviet Lvov, and then, after 1991, it became assertively Ukrainian Lviv. Breslau, the third largest city in Germany before 1945, was in turn "recovered" by communist Poland as Wrocław. Practically the entire population of Breslau was replaced, and Lwów''s demography too was dramatically restructured: many Polish inhabitants migrated to Wrocław and most Jews perished or went into exile. The forced migration of these groups incorporated new myths and the construction of official memory projects. The chapters in this edited book compare the two cities by focusing on lived experiences and "bottom-up" historical processes. Their sources and methods are those of micro-history and include oral testimonies, memoirs, direct observation and questionnaires, examples of popular culture, and media pieces. The essays explore many manifestations of the two sides of the same coin—loss on the one hand, gain on the other—in two cities that, as a result of the political reality of the time, are complementary.
Nation and Migration provides a way to understand recent migration events in Europe that have attracted the world's attention. The emergence of the nations in the West promised homogenization, but instead the imagined national communities have everywhere become places of heterogeneity, and modern nation states have been haunted by the specter of minorities. This study analyses experiences relating to migration in 23 European countries. It is based on data from the International Social Survey Programme, a global cross-national collaborative exercise, with surveys made in 1995, 2003, and 2013. In the authors' view, a critical test for Europe will be its ability to find adequate responses to the challenges of globalization.The book provides a detailed overview of how citizens in Europe are coping with a xenophobia fueled by their own sense of insecurity. The authors reconstruct the competing sociological reactions to migration in the forms of integration, assimilation and segregation. Hungary receives special attention: the data show that people living there are far less closed and xenophobic than they might seem through the prism of a media-instigated moral panic.
Stamatopoulos undertakes the first systematic comparison of the dominant ethnic historiographic models and divergences elaborated by Greek, Bulgarian, Serbian, Albanian, Romanian, Turkish, and Russian intellectuals with reference to the ambiguous inheritance of Byzantium. The title alludes to the seminal work of Nicolae Iorga in the 1930s, Byzantium after Byzantium, that argued for the continuity between the Byzantine and the Ottoman empires. Rival Balkan nationalisms engaged in a ¿war of interpretation¿ as to the nature of Byzantium, assuming different positions of adoption or rejection of its imperial model and leading to various schemes of continuity in each national historiographic canon.Stamatopoulos discusses what Byzantium represented for nineteenth-, and twentieth-century scholars and how their perceptions related to their treatment of the imperial model: whether a different perception of the medieval Byzantine period prevailed in the Greek national center as opposed to Constantinople; how nineteenth-century Balkan nationalists and Russian scholars used Byzantium to invent their own medieval period (and, by extension, their own antiquity); and finally, whether there exist continuities or discontinuities in these modes of making ideological use of the past.
The Balkans offer classic examples of how empires imagine they can transform themselves into national states (Ottomanism) and how nation-states project themselves into future empires (as with the Greek ¿Great Ideä and the Serbian ¿Näertaniye¿). By examining the interaction between these two aspirations this volume sheds light on the ideological prerequisites for the emergence of Balkan nationalisms. With a balance between historical and literary contributions, the focus is on the ideological hybridity of the new national identities and on the effects of ¿imperial nationalisms¿ on the emerging Balkan nationalisms. The authors of the twelve essays reveal the relation between empire and nation-state, proceeding from the observation that many of the new nation-states acquired some imperial features and behaved as empires. This original and stimulating approach reveals the imperialistic nature of so-called ethnic or cultural nationalism.
This study reveals the hidden story of the secret book distribution program to Eastern Europe financed by the CIA during the Cold War. At its height between 1957 and 1970, the book program was one of the least known but most effective methods of penetrating the Iron Curtain, reaching thousands of intellectuals and professionals in the Soviet Bloc. Reisch conducted thorough research on the key personalities involved in the book program, especially the two key figures: S. S. Walker, who initiated the idea of a "e;mailing project,"e; and G. C. Minden, who developed it into one of the most effective political and psychological tools of the Cold War. The book includes excellent chapters on the vagaries of censorship and interception of books by communist authorities based on personal letters and accounts from recipients of Western material. It will stand as a testimony in honor of the handful of imaginative, determined, and hard-working individuals who helped to free half of Europe from mental bondage and planted many of the seeds that germinated when communism collapsed and the Soviet bloc disintegrated.
