The book intends to provide an in-depth analysis of civil society organisations manner of defining their roles within the functional sphere of multilateral institutions, both at the global level and more specifically, in the European Union framework.

The crisis of democracy in Europe and the inability of the political parties and elites to adequately meet the challenges of globalisation exposes the increasingly fragmented middle classes to the temptations of Euroscepticism, and, in some cases, xenophobia. This appears to be a portrait of contemporary reality, but the current crisis has deep roots. The Spanish thinker Jose Ortega y Gasset described the pathologies of the mass man and of the nascent democratic system as far back as the beginning of the twentieth century, in a significant text entitled Una democracia morbosa, which appears to foreshadow the present state of affairs. The crisis of the average man, the degradation and devaluation of culture appear to be the distinctive traits of the new, post-ideological democracy of our times, known as audience democracy The political parties, faced with this profound crisis, in some cases seek dangerous shortcuts through demagogic and rhetorical use of the term people while the charismatic figure of the leader gains in prestige as a reference model. Resentment, caused by lack of representation of the just demands of the citizens, can turn to anger and destabilise the institutions of democracy. There is therefore an urgent need for an inclusive Europe with a renewed welfare system, based around the citizenry and not the masses.

The Italian Yearbook of Human Rights 2018 offers an up-to-date overview of the measures Italy has taken to adapt its legislation and policies to inter-national human rights law and to comply with commitments voluntarily assumed by the Italian Government at the international level on the sub-ject of fundamental rights. The 2018 Yearbook surveys the most significant activities of national and local Italian actors at domestic and international level, including civil society organisations and universities. It also dedicates space to recommendations made by international monitoring bodies within the framework of the United Nations, OSCE, the Council of Europe, and the European Union. Finally, the Yearbook provides a selection of in-ternational and national case-law that casts light on Italy's position vis-à-vis internationally recognised human rights."Italy and Human Rights in 2017: Time to Restart" is the title of the 2018 Year-book introduction. From this year onwards, the Yearbook will present an in-depth analysis on various human rights themes. This edition is dedicated to the state of implementation of Italy¿s Special Action Plan against Sexual and Gender-based Violence 2015.The Italian Agenda of Human Rights 2018 represents an updated orienta-tion tool with regards to the main initiatives to be undertaken on the leg-islative, infrastructural and policy-making fronts in order to strengthen the Italian system for promoting and protecting human rights.

The legal and political significance of human rights has increased enormously all over the world. The Italian Yearbook of Human Rights 2011 provides a dynamic picture of laws, institutions, policies and case law that have implemented international human rights norms in Italy over the past few years, particularly in 2010. The volume has four main sections, which concern respectively: Italy¿s adaptation to international human rights law; the human rights infrastructure both at national and sub-national levels; Italy in dialogue with the international machinery; and national, European and international case law. The Yearbook is the first volume in a series edited by the Centre for Human Rights and the Rights of Peoples of the University of Padua, in cooperation with the UNESCO Chair in Human Rights, Democracy and Peace at the same University. The Centre, founded in 1982 with the support of the Region of Veneto, carries out research and training programmes according to an interdisciplinary approach. It hosts the Jean Monnet Centre of Excellence on intercultural dialogue and human rights and edits the quarterly journal Pace diritti umani/Peace human rights. The Centre also works in cooperation with the European Commission, the Council of Europe, the United Nations High Commissioner for Human Rights and UNESCO, as well as with civic organizations, schools and local authorities. The editors of the Italian Yearbook of Human Rights 2011 include Andrea Cofelice, Pietro De Perini, Paola Degani, Paolo De Stefani, Marco Mascia, Antonio Papisca (coordinator) and Claudia Pividori.
