About Employment of the Brazilian Armed Forces in Disaster Management
The use of the Armed Forces in humanitarian operations worldwide is not a new phenomenon. They possess unique capabilities that, together with their command and control structure, increase their participation in disaster response and are generally the first to provide aid. The book addresses the types of employment of military assets in humanitarian responses and presents cases of military action in disasters, suggesting recommendations for greater efficiency in the employment of these assets. With a focus on the Brazilian Armed Forces, the book discusses the doctrinal conception of Brazilian humanitarian aid operations and the Civil Defense risk management and response plan to natural disasters in Brazil. The inductive research also proposes a decision support procedure in planning the employment of the Brazilian Armed Forces in support of Humanitarian Logistics in disaster management. Using the Mariana - MG (2015) disaster scenario, it is inferred that the Brazilian Armed Forces would meet the demand for aid in less time than suggested in the literature, with greater efficiency, efficacy and effectiveness in relation to the humanitarian support provided in the real case.
