The pursuit of a presumed serial killer in Chicago leads Kerry O'Malley and her team to discover a plot by Russian insurrectionist Mikhail Kovanov to embroil the world in a global war. Just two months after the worst attack on US soil in recent history, another significant strike occurs in Washington DC. Kerry's team investigates the alliance of the Russian psuedopolitical party Shishka and anti-government crime organization Diablo to build a bioweapon capable of controlling minds. Assistant Special Agent in Charge Jack Duncan captures and interrogates a man who reveals that the greater threat to the FBI may lie within its own walls. Meanwhile, Kerry embarks on an overseas mission sponsored by the enigmatic and powerful Group and supposedly organized by her brother, Neil. From country to country, Kerry is exposed to confusing pieces of evidence that point to corruption and subterfuge in the institutions she was supposed to trust. Furthermore, a bill is set to come before the Senate that would revolutionize the American healthcare system and begin an effort to privatize it again. Simultaneously, Connor O'Malley's Renaissance Movement leads to a landmark Supreme Court victory for his political allies. Despite Connor's soaring popularity ahead of the US elections, he and his family are shepherded off to a remote, uncharted island for protection by the Group. He questions whether the high-end, exclusive resort is simply a fancy prison. Despite being continents apart, the O'Malley family and their closest friends face similar challenges as they strive to stop the genius strategist Kovanov and his pawns from setting the world on fire.
