In view of the stagnation in these supposedly autonomous entities, it has become imperative to rethink the way they are managed. Without hesitation, the new public management is targeted as a globalizing field of research.The new conventional and partnership-based approach to new public management to which we allude contains two important aspects: the first is a vision focused on convention, which has made it possible to detect political, local public service and socio-economic players, and the second is a partnership-based vision through "public-private" and "public-public" partnerships.
