This book examines efforts to constrict access to the courts in the decades following the civil rights era. While most narratives of backlash center on conservatives in Congress and on the Supreme Court, there is another element to this story in which access to courts has been eroded by more hidden, procedural changes, driven by interests that cross party and ideological lines, that profoundly impact access to justice in the U.S.
