MESSAGE: ROGUE ACTIVE DUTY DOD ELEMENTS ARE ATTEMPTING UNAUTHORIZED RESCUE OF POW/MIA WITHIN SOUTHEAST ASIA AREA OF OPERATIONS.
US Army personnel identified as:

WO1 Michael J. Smith

Staff Sergeant Thaddeus R. Jones
Sergeant Jonathan T. Kincaid
Sergeant Zachariah A. Morgan
These personnel are to be arrested on sight without Warrant.

Use of Deadly and Unnecessary Force is authorized.
Any US entity that assists these personnel are to be treated in the same manner.
If US POW/MIA personnel are recovered, instructions as per DOD Special Message 1X-OPJ-822939 is in effect. Those recovered personnel are to be surrendered to US Department of Defense for processing.
All US Agencies/Entities CONUS/OCONUS are required to execute, and assist execution of, these orders as written without question, alteration or substitution.

OCONUS status does not require Constitutional constraints.
