Unmittelbar nach der Bestellung des unter der Leitung von Generaldirektor a.D. em. Univ.-Prof. Baurat h.c. DDDr. Dipl.-Ing. Ludwig MUSIL stehenden "Beirats für sinnvolle Energieanwendung" durch den Herrn Bundesminister für Handel, Gewerbe und Industrie im Jahre 1974 wurde ein Arbeitskreis für Fra gen der Energieeinsparung im Straßenverkehr gebildet, dessen Leitung Herr Univ.-Prof. Dipl.-Ing. Dr. sc. techno Hans Pet er LENZ, Vorstand des Instituts für Verbrennungskraftmaschinen und Kraftfahrwesen an der Technischen Uni versität Wien, übernommen hat. Um die zahlreichen, von verschiedenen Seiten vorgebrachten Anregungen zur Verringerung des Energieaufwands beim Individualverkehr in systematischer Weise zu ordnen, hat Univ.-Prof. Dr. LENZ vorgeschlagen, diese Anregungen nach dem Verhältnis zu klassifizieren, in welchem der für eine bestimmte Ein sparung erforderliche Aufwand zu dem hiedurch erzielten Nutzen, d.h. dem Einsparungseffekt, steht. Da dies als ein so selbstverständlicher und naheliegen der Gedanke erschienen war, war auch Univ.-Prof. Dr. LENZ der Meinung, daß er wohl anderswo bereits durchgeführt worden sei. Eine zunächst an ihn in Auftrag gegebene weitgesteckte internationale Litera turrecherche hat jedoch ergeben, daß wohl einzelne Untersuchungen in dieser Richtung durchgeführt worden sind, daß aber eine umfassende, systematische Arbeit zwar vielfach als erforderlich und nützlich angesehen würde, die bisher jedoch nirgends ausgeführt worden ist. Dieses Ergebnis hat dann Anlaß zu einem weiteren Auftrag an Univ.-Prof. Dr. LENZ gegeben, bei dem alle relevanten Einsparungsmöglichkeiten und Anreize zur Einsparung im Straßenverkehr methodisch und kritisch zusammengestellt und nach einheitlichen Gesichtspunkten einerKosten-Nutzen-Analyse unter zogen wurden.
