This book of Professor Allan R. Brewer-Carías, analyzes the process of degradation of the democratic rule of law State in Venezuela, due to the progressive insurgency of an authoritarian regime based on lies and regularized illegality, where the social State named by the 1999 Constitution did not go beyond being a vain propagandist illusion, having only acquired the deformed face of a populist State. The representative and participatory democratic political system was never implemented; the structuring of a democratic State of law and justice based on the principle of the separation of powers, never materialized; the consolidation of a decentralized federal State was abandoned, and public rights and liberties have been materially despised.
The tragic consequence of all this is that instead of the development of a decentralized democratic State of law and justice, based on the principles of constitutionalism, deconcentration of power, democratization, legalization, humanization, decentralization and participation and civilian government, what we have witnessed in Venezuela has been a systematic process of de-constitutionalization, de-democratization, concentration of power, de-legalization, dehumanization, centralization and absence of participation, and militarization.
And all this, with an effective replacement of democracy itself by the closest thing to a kakistocracy, in its literal linguistic sense of "government of the worst."
