The issues, conditions and recommendations resurrected in the essays make not only for intriguing reading but also serve to remind us as a nation that we cannot continue to bury our resources and mistakes well into the 21st Century. The need to expand the cooperative effort among governmental agencies, regulated industries, and affected local citizens is more than good public policy--it's sheer economic necessity. The authors' options clearly point out ways in which to terminate and to avoid costly regulatory delays and mistakes that the nation has paid for.
