In light of all these shortcomings, strategic management must apply the principles of good governance by rationalizing the intervention logic of projects and programs, by systematically introducing the standards and guidelines of the new public management based on results-based management and pursuing the "3 Es" (Economy-Efficiency-Effectiveness). These developing countries are still looking for structuring projects and programs that generate positive externalities.
