The purpose of this study is to design a model of ethical practice to improve the selection of personnel in merit and competitive examinations in the public sector of Ecuador, with a predictive, prospective, transectional and explanatory methodological design. A questionnaire with a sample of 385 participants was used as a tool. The level of perception of ethical practices in personnel selection processes in the public sector is mostly medium-low (66.7%) and a high level (59.7%) with respect to a perception of the possibility of improving the selection process through actions characterized by ethics. With a Pseudo R2 value of 99.8%, the influence of ethical practices on selection processes was explained, establishing nine practices characteristic of ethics applicable in the development of selection processes. At the end, a model based on ethical practices derived from the dimension that obtained the highest score in the low level of the scale proposed, management (20.5%), is suggested.
